what is the recommended alkalinity for brass cleaner known as low alkalinity?

The Soak Cleaner that we recommend on both Brass and Steel is called Luster-On
137-S
.  It is what we consider to be a heavy-duty soak cleaner. 
We run the concentration of this bath around 8 -12 oz/gal.

Avoid hydroxide based cleaners as they can be too aggressive on the zinc and/or copper.  They can be used, but the concentration should be low.  A soak cleaner should have a pH no higher than 9 or 10 (maybe 11).  An electrocleaner should be no higher than needed to prevent burning of the substrate.
